Mavoko Constituency

The Real Deal 5-Year Strategic Plan (2027 - 2032) is a comprehensive vision to transform Mavoko into a modern, clean, safe, healthy, inclusive and sustainably prosperous constituency for all residents.

1. Basics

Mavoko consists of 4 wards namely Athi River Ward, Kinanie Ward, Muthwani Ward and Syokimau/Mulolongo Ward.

Mavoko is both rural and urban. Rural areas include Katani, Muthwani, Kinanie, Ngelani and Mathatani; and Urban and peri-urban areas include Athi River, Mlolongo Syokimau, Kyumbi, Joska townships. Wherever each one lives, everyone needs better infrastructure, services and jobs.

Furthermore, Mavoko is characterised by serious lack of key services including education and health. Whatever we do, I will have to apply myself to this matter.

Ward Characteristics:

  • Athi River Ward : Industrial hub; major urbanizing zone. Issues: pollution, urban growth, roads and sewerage upgrades, housing & services, garbage collection.
  • Kinanie Ward : Peri-urban/transition zone; plots & land demand. Issues: Land tenure, feeder roads, water/utility infrastructure.
  • Muthwani Ward : More rural; agriculture and access issues. Rural roads, agri-market linkages, youth job options.
  • Syokimau/Mulolongo Ward : strong urban/residential/trade character. Issues: pollution, roads, housing, waste management, traffic, social amenities, garbage collection.

2. Real Deal Vision

My vision for Mavoko in the next five years 2027 to 2032 is to turn the constituency to a modern, clean, safe, healthy, inclusive and sustainably prosperous Mavoko for all residents. A livable place.

To get there I will use an integrated approach to provide solutions to the three evils that have besieged Mavoko, and at the center is job creation through intensive labour projects and community involvement.

Special Projects

Eng Wa-Kyendo has designed the following special projects to be instrumental in implementing his 5 year strategy for Mavoko

I. Mavoko Youth Service

Establish Mavoko Youth Service Training camp to train youth in citizenship, upskill them and disperse them to serve in construction, maintenance, industrial jobs, cleanliness and security of Mavoko. This will be a cooperative venture with businesses, industries and other organizations such as churches, schools and universities in Mavoko.

II. Mavoko Educational Centre

Establish one model educational center of excellence that will serve the constituency. This center will have primary and secondary schools with the possibility of upgrading to university. It will have large space, proper access, catering and efficient transport and communication system so that it can serve the whole constituency. It will be funded through multiple sources from government to church to private sector.

III. Inclusive Economy

Deal with the extractive economy that is currently practiced within the industrial and extractive / mining sectors in Mavoko and create an inclusive regenerative economy.

The regenerative and inclusive economic model aims to restore, replenish, and enhance natural and social capital through cyclical processes, operating within the environmental boundaries. It prioritizes long-term sustainability, resilience and resource availability for future generations.

IV. Railway City

Athi River and Syokimau hosts 4 railway stations: the Athi River SGR station and the MGR commuter station, the Syokimau commuter station and the main Nairobi SGR station. I intend to find out what can be done to improve their access and benefits. I will institute a study to explore ways to exploit the same.

V. Quarry and Sand

Stone Quarries and Sand harvesting are natural resources for Mavoko people, just like red soil and rain is a natural resource to other areas of Kenya. Nairobi infrastructure (buildings and roads) are built using Mavoko resources. Why don't the people of Mavoko benefit from these resources? I will institute a study to find out how best to benefit the people from these natural resources.

3. Implementing and Monitoring the Strategy

Special Purpose Vehicle (SPV)

I propose to create a special purpose vehicle (SPV) that will execute the plans for Mavoko. The SPV will have power to receive resources, own assets and execute projects. The details will be worked out when I have won and I am in parliament.

Stakeholder Engagement

For each ward, map local youth groups, women groups, community associations, faith-groups and engage them early in the process.

Monitoring & Accountability

As MP I shall hold a ward-by-ward dashboard (quarterly) showing progress on key metrics (roads, employment, water, training). Ward Forums will be held each month in each of the four wards, rotating locations, listening to issues and feeding them into MP office plan.

4. Resources

Our basic source of funds is the CDF funds, and then county budgets, national government programmes. We shall find out how private sector/industry can funnel resources effectively into Mavoko.

Mavoko received KES 170 million in the year 2025/26 through the Constituency Development Fund. This is the minimum amount we expect to be given to the constituency each year and serves as seed money for development of the constituency.

5. Corruption: Zero Tolerance

There shall be no corruption in my tenure.
